In September 2016 NIPA commissioned a team from the Bartlett School of Planning at University College London to undertake research into the extent and impact of the level of detail in the DCO process.

This event was held to discuss the NIPA response to the Airports National Policy Statement. As well as an open invitation to NIPA members, three DfT officials and one DCLG official were in attendance.

Section 160 of the Housing and Planning Act 2016, which allows the inclusion of ‘related housing’ in DCOs, comes into force on 6 April 2017 and DCLG has now issued Guidance on this, as Ministers said they would when the Bill for the Act was passing through Parliament.

On the 28th February 2017 a lively discussion evening was held to update NIPA Members and interested guests in the research commissioned by NIPA into how to achieve the right balance between the level of detail required in the assessment, application, examination and consent for national infrastructure projects versus the need for flexibility, particularly at the project delivery stage.

You will no doubt be aware that a draft National Policy Statement entitled "Airports National Policy Statement: new runway capacity and infrastructure at airports in the South East of England" was published on 2 February and is now out to consultation until 25 May. The consultation document and draft NPS are attached.

We have now reached the halfway stage of the first NIPA Insights research project. It has generated significant interest and debate amongst stakeholders, and we are about to embark on a second round of engagement to test preliminary findings

The National Infrastructure Commission has published the results of the consultation on its scope and methodology to which we contributed, which can be found here. It is clear that some of the suggestions we made in our response have been taken up.
